Jennifer serves as Director of Fiscal Projects for Sugar Land, a growing community of 111,000 about 20 miles southwest of Houston, Texas.  Her focus is on special projects that have a financial impact on the City, including coordination and management of the City's debt program. Sugar Land has a strong capital investment program and is usually in the bond market several times per year.

With over 27 years experience in municipal finance, Jennifer is active in GFOA and has served as a member of the standing committee on Governmental Debt Management, the Ethics Task Force and Executive Board Nominating Committee.  In June 2022 she was elected to the Executive Board of GFOA where she is serving a 3 year term. Jennifer holds a Bachelor & Master of Science from Texas A&M University.

Glenda joined the City of Sugar Land in August 2021.  She is currently acting as Interim Director of Finance and oversees Accounting, Purchasing, Treasury and Municipal Court.
